Meaning
"I owe you" is thanks with a promise attached. Somebody did something for you, so now you're in their debt, and one day you'll do something back. The most common form is "I owe you one", where "one" means one favor. It keeps friendships balanced: help goes both ways.
It is casual and friendly. You say it to friends, roommates and colleagues after small or medium favors: a ride, a borrowed charger, a covered meeting. Be clear which meaning you want. "I owe you ten dollars" is a real debt with a number, and people expect the money. "I owe you big" or "I owe you big time" means the favor was large. Written as letters, an IOU is a short note that says you owe someone money.
