Meaning

"Rise and shine" is a cheerful way to wake someone up. It means get out of bed and be bright and ready, like the sun coming up. It's almost always said by the person who's already awake to the person who isn't, which is why it can sound a little annoying at six in the morning.

It is playful and warm, the kind of thing parents say to kids, roommates say to each other, or a camp leader shouts outside the tents. You wouldn't say it to your manager, and nobody says it about themselves. It's also used as a joke when someone gets up very late: "Oh, rise and shine. It's noon."
