Meaning
"Bored to death" means extremely bored, so bored it feels like it could kill you. Nobody means it literally. English loves this kind of overstatement: "I could eat a horse", "I nearly died laughing". You use it about long meetings, slow movies, waiting rooms and weekends with nothing to do.
It is informal but safe. You can say it to a friend, a colleague or your manager without sounding rude, as long as the boring thing is not their presentation. A close cousin is "bored stiff", which is slightly older-sounding.
