Meaning

"You can say that again" means "I agree with you completely." Nobody wants the other person to repeat themselves. The idea is that the remark was so true it deserves to be said twice. It usually answers a complaint or an obvious truth: the weather is awful, the meeting was long, the prices are crazy.

It is friendly and casual, and it works with almost anyone: a coworker, a neighbor, a stranger in the elevator. It sounds a little warmer than "I agree", because it shows you share the feeling, not only the opinion. Put the stress on "that" and let your voice drop at the end.
