Meaning

When someone says they couldn't agree with you more, they mean "I agree with you completely." The grammar looks negative, which confuses a lot of learners at first. Think of it as a scale: your agreement is already at the very top, so it's impossible for it to go any higher. Short forms are "I couldn't agree more" and, in quick speech, "Couldn't agree more."

This one is polite and works everywhere, from a dinner table to a board meeting. It's more serious than "You can say that again", so it fits opinions, plans and ideas better than small complaints about the weather. Be careful with "I could agree more", without the "n't". It means the opposite: you only partly agree.
