“I'm happy to take a risk if I can test it small first.”

What they are really asking
Neither "yes" nor "no" is the right answer here. It depends on the job. A startup needs people who'll try something new without waiting for permission. A bank's compliance team needs people who read the rules twice. The interviewer wants to hear that you take risks with your eyes open, and that your level of risk fits the work.
So think about the role before you answer. The trap is saying "I love risk" for a job where mistakes are expensive, or "I avoid all risk" for a job that rewards new ideas. Most good answers land in the middle: "I take risks when..."
A shape that works
Conditions, example, limit. Say when you're willing to take a risk, like when you can test it small or when the downside is clear. Give one example where you did, and say what happened. Then name one kind of risk you won't take. That limit is what makes the whole answer sound like judgment and not bravery.
