"Rumor has it" plus a sentence passes on something people are saying, true or not. "Rumor has it the office is moving" is playful and slightly theatrical: you are passing on gossip, and you are signaling that you know it is gossip. It is lighter and more fun than "I've heard that", which is why it often comes with a smile.
It suits office talk, friends and family. It is not for serious news or anything that could hurt someone; gossip about people's private lives lands badly even with a light phrase. Use it for cake, promotions, new coffee machines and surprise parties.
